Cultural cowardice

inputText=%3Cp%3E%3Cem%3E%C2%A0By%20Niall%20O%20Baoill%2C%20%3Ca%20style%3D%22line-height%3A%201.5em%3B%22%20href%3D%22http%3A//www.bluedrum.ie/%22%3EBlue%20Drum%3C/a%3E%20%28A%20longer%20version%20of%20this%20blog%20piece%20is%20available%20from%20Blue%20Drum.%29%3C/em%3E%3C/p%3E%3Cp%3E%C2%A0%3C/p%3E%3Cp%3EWhat%20could%20be%20more%20fair%20and%20dynamic%20than%20to%20enable%20more%20open%20systems%20of%20community-based%20arts%20provision%20and%20dialogues%3F%20Processes%20that%20could%2C%20in%20turn%2C%20catalyse%20fresh%20sets%20of%20understandings%20around%20contemporary%20culture%2C%20the%20developmental%20role%20of%20the%20arts%20and%20the%20unique%20and%20needed%20contribution%20of%20artists.%20Powered%20together%2C%20these%20could%20help%20Ireland%20develop%20resilience%20in%20the%20face%20of%20unprecedented%20economic%2C%20social%20and%20cultural%20threats.%3C/p%3E%3Cp%3E%C2%A0Community%2C%20no%20matter%20what%20your%20definition%20%E2%80%93%20geographic%2C%20identity%20or%20interest-based%20%E2%80%93%20can%20provide%20fertile%20ground%20in%20which%20such%20vital%20cultural%20discourses%20and%20experimentations%20might%20occur.%20I%20have%20knowledge%20of%20not%20dissimilar%20initiatives%20in%20many%20North%20American%20situations%20%E2%80%93%20ones%20with%20proven%20outcomes.%3C/p%3E%3Cp%3E%C2%A0My%20direct%20experience%20%E2%80%93%20particularly%20in%20recent%20decades%20in%20Ireland%20%E2%80%93%20has%20demonstrated%20that%20practical%20synergies%20can%20be%20found%20between%20the%20context%20of%20community%20and%20the%20distinct%20pedagogical%20skills%20and%20vocational%20identity%20of%20arts%20students%2C%20committed%20artists%20and%20lead%20arts%20organisations.%3C/p%3E%3Cp%3E%C2%A0Such%20work%2C%20if%20tackled%20properly%2C%20requires%20courageous%20forms%20of%3A%3C/p%3E%3Cul%3E%3Cli%3E%C2%A0Inquiry/action-research%3C/li%3E%3Cli%3ETrust%20building/respect%20for%20a%20diversity%20of%20narratives%20and%20expression/equality%20of%20relationships%20and%20roles%3C/li%3E%3Cli%3ERisk%20taking%3C/li%3E%3Cli%3EUnderstanding%20of%20different%20and%20complementary%20skills%20sets%3C/li%3E%3Cli%3EShared%20production%20and%20evaluative%20documentary%20processes%3C/li%3E%3Cli%3EA%20long%20term%2C%20big%20picture%20view%3C/li%3E%3Cli%3EClear%20means%20of%20affirming%20and%20celebrating%20the%20experiences%20involved.%3C/li%3E%3C/ul%3E%3Cp%3E%C2%A0It%20seems%20to%20me%20that%20even%20the%20academically%20coined%20label%20%E2%80%98socially-engaged%20arts%20practice%E2%80%99%20reveals%20a%20subtle%20but%20powerful%20desire%20on%20some%20parts%20of%20mainstream%20culture%20to%20box%20off%20the%20movement%20on%20its%20own%20terms%20-%20as%20though%20it%20is%20a%20new%20and%20sacrosanct%20%E2%80%98discovery%E2%80%99%20worthy%20of%20only%20the%20most%20singular%20and%20erudite%20of%20new%20wave%20practitioners.%3C/p%3E%3Cp%3E%C2%A0Community%20arts%20is%20perceived%20by%20these%20%E2%80%98gatekeepers%E2%80%99%20of%20contemporary%20culture%20as%20an%20opportune%20extension%20to%20existing%20cultural%20norms%20%E2%80%93%20the%20relationship%20is%20essentially%20predatory%20and%20acquisitive.%20This%20attitude%20%E2%80%93%20whether%20conscious%20or%20unintentional%20%E2%80%93seems%20to%20elevate%20the%20status%20of%20individualistic%20interpretations%20of%20social%20contexts%20and%20subjects%20rather%20than%20supporting%20a%20more%20pluralistic%20or%20respectful%2C%20interdependent%20perspective.%3C/p%3E%3Cp%3E%C2%A0But%20why%20is%20there%20such%20intransigence%3F%20Why%20such%20a%20chronic%20inability%20to%20embrace%20natural%2C%20common%20sense%20propositions%20in%20which%20reforms%20of%20a%20largely%20redundant%20model%20of%20cultural%20provision%20could%20conceivably%20yield%20significant%20dividends%20to%20our%20various%20educational%2C%20economic%2C%20artistic%20and%20civil%20society%20functions%3F%3C/p%3E%3Cp%3E%C2%A0This%20impasse%20is%20especially%20strange%20given%20that%20the%20Irish%20Government%20last%20year%20enacted%20a%20%3Ca%20style%3D%22line-height%3A%201.5em%3B%22%20href%3D%22http%3A//www.irishstatutebook.ie/pdf/2014/en.act.2014.0025.pdf%22%3EHuman%20Rights%20and%20Equality%20Act%3C/a%3E%2C%20which%20among%20other%20things%2C%20defines%20its%20clear%20public%20duty%20to%20protect%20and%20vindicate%20the%20cultural%20rights%20of%20all%20citizens.%20Meanwhile%2C%20a%20%3Ca%20style%3D%22line-height%3A%201.5em%3B%22%20href%3D%22http%3A//www.oireachtas.ie/parliament/media/Utilising-Arts-to-Fight-Disadvantage-190614.pdf%22%3EJoint%20Parliamentary%20Committee%20on%20Art%20and%20Social%20Inclusion%3C/a%3E%20also%20published%20its%20findings%20recently%20recommending%20that%20new%20policies%20and%20mechanisms%20be%20implemented%20to%20deliver%20improved%20provision%20and%20support%20to%20the%20community/participatory%20arts%20movement.%3C/p%3E%3Cp%3E%C2%A0Regrettably%20there%20appears%20to%20be%20blanket%20denial%20of%20the%20importance%20of%20these%20measures%20for%20the%20State%20or%20for%20their%20possibl e%20separate%20role%20and%20function%20of%20community%20development%20and%20local%20development%20and%20of%20the%20expected%20complementarity%20between%20the%20two.%20Community%20development%20is%20about%20social%20change%20linked%20to%20social%20justice%2C%20whereas%20local%20development%20seeks%20to%20garner%2C%20coordinate%20and%20direct%20resources%20towards%20local%20and%20regional%20development%20priorities%2C%20including%20addressing%20social%20exclusion%20%28provided%20resources%20are%20dedicated%20to%20supporting/strengthening%20the%20community%20sector%20to%20that%20purpose%29.%3C/p%3E%3Cp%3E%C2%A0Compared%20to%20the%202001%20White%20Paper%20there%20is%20little%20understanding%20that%20community%20development%20activity%20is%20based%20on%20independence%20and%20choice.%20Civil%20society%20organisations%20cannot%20therefore%20be%20organised%20and%20directed%20by%20the%20state%20without%20negotiation%20and%20consent.%3C/p%3E%3Cp%3EIn%20stating%20that%20community%20development%20organisations%20%E2%80%98have%20become%20overly%20dependent%20on%20statutory%20funding%E2%80%99%20there%20is%20some%20indication%20of%20a%20rejection%20of%20sole%20state%20responsibility%20to%20fund%20community%20development.%3C/p%3E%3Cp%3EIn%20contrast%20to%20the%202001%20White%20Paper%2C%20there%20is%20no%20acceptance%20of%20the%20right%20of%20the%20state%20and%20the%20community/voluntary%20sector%20to%20constructively%20critique%20each%20other%2C%20something%20that%20is%20essential%20to%20achieving%20better%20services%20and%20better%20outcomes%20for%20disadvantaged%20people.%20Neither%20is%20there%20an%20acceptance%20of%20the%20structural%20nature%20of%20social%20exclusion%20and%20inequality%20as%20in%20the%202001%20White%20Paper.%3C/p%3E%3Cp%3EFinally%2C%20the%20draft%20Framework%20doesn%E2%80%99t%20outline%20the%20role%20of%20community%20development%20and%20local%20development%20in%20pioneering%20new%20approaches.%20The%20document%20is%20all%20about%20co-ordination%20and%20efficiency.%3C/p%3E%3Cp%3EIn%20conclusion%2C%20this%20is%20a%20draft%20paper%20for%20consultation%2C%20so%20there%20is%20an%20opportunity%20to%20inform%20its%20development.%20Given%20the%20concerns%20expressed%20above%2C%20and%20the%20variances%20with%20the%20principles%20informing%20the%202001%20White%20Paper%2C%20it%20is%20extremely%20important%20that%20the%20draft%20is%20influenced%20and%20improved.%3C/p%3E%3Cp%3E%3Cb%3E%C2%A0%3C/b%3E%3C/p%3E%3Cul%20style%3D%22list-style-type%3A%20disc%3B%22%3E%3Cli%3E%E2%80%98Our%20Communities%3A%20A%20Framework%20Policy%20for%20Local%20and%20Community%20Development%20in%20Ireland%E2%80%99%20is%20available%20on%20the%20website%20of%20the%20Department%20of%20the%20Environment%2C%20Community%20and%20Local%20Government%3C/li%3E%3Cli%3E%3Cb%20style%3D%22line-height%3A%201.5em%3B%22%3E%C2%A0%3C/b%3E%3Ci%20style%3D%22line-height%3A%201.5em%3B%22%3EAiden%20Lloyd%20is%20a%20member%20of%20the%20Economic%2C%20Social%20and%20Cultural%20Rights%20Initiative%2C%20a%20network%20of%20organisations%20and%20individuals%C2%A0with%20a%20shared%20belief%20that%20increased%20protection%20of%20ESC%20rights%20in%20Irish%20law%20would%20contribute%20to%20a%20more%20just%2C%20inclusive%20and%20equal%20society.%20Aiden%20was%20the%20former%20National%20Community%20Development%20Coordinator%20at%20Pobal.%3C/i%3E%3C/li%3E%3C/ul%3E]
